Online gambling in Kahnawà:ke: the facts
| Status | Licenses operators |
|---|---|
| Regulator | Kahnawà:ke Gaming Commission (KGC) |
| Who does what | Licensing authority: Kahnawà:ke Gaming Commission, under the Kahnawà:ke Gaming Law. |
| Who may operate | A Client Provider Authorization from the Kahnawà:ke Gaming Commission, issued under its Regulations concerning Interactive Gaming. A licensed online operation must also be hosted on the territory itself, at the Mohawk Internet Technologies data centre.source |
| Offshore sites | A Kahnawà:ke licence is not a provincial registration. It does not make a site legal to offer in Ontario, Alberta or any other province, and a site does not enter our register on the strength of one. |
| Residency | The Commission licenses operators rather than running a service for one province’s residents. The account, age and location terms that apply to you are the ones on the site you use.source |
| Tax on winnings | Generally not taxable income for a recreational player. Different where gambling amounts to carrying on a business — the Canada Revenue Agency decides which applies. |
| Check a licence | The Commission publishes its own list of interactive gaming permit holders. Match the exact company and the exact domain, not the brand name.source |
| Self-exclusion | The Commission operates a Comprehensive Self-Exclusion Request covering every site it licenses. Its published terms describe the exclusion as permanent and irrevocable.source |

What the Kahnawà:ke Gaming Commission is
The Kahnawà:ke Gaming Commission (often written Kahnawake) describes itself as the licensing and regulating authority for gaming activity within and from the Mohawk Territory of Kahnawà:ke. It acts under the Kahnawà:ke Gaming Law, and it enacted its Regulations concerning Interactive Gaming on 8 July 1999.
Kahnawà:ke is a Mohawk territory inside Quebec. It is not a province, and it does not run a public online casino for a resident population the way a provincial lottery corporation does. What it does is license operators, across interactive gaming and land-based gaming — poker rooms, raffles and electronic gaming devices.
One condition is worth knowing because it is unusually concrete: an online operation licensed by the Commission must be hosted at Mohawk Internet Technologies, a data centre inside the territory itself.
What the licence covers, and what it does not
A Kahnawà:ke licence is an authorization from the Commission. It is not a provincial registration, and it does not make a site legal to offer in Ontario, Alberta or anywhere else in Canada. Those markets set their own requirements: Ontario expects registration with the AGCO and an operating agreement with iGaming Ontario, Alberta expects registration with the AGLC and an agreement with the Alberta iGaming Corporation.
The confusion runs in both directions, and both directions are worth correcting. A site holding a Kahnawà:ke licence has been through a real process with a real regulator, which is more than can be said for a site holding nothing. It has not, by that fact, been approved to take players in a Canadian province.
Our register lists operators against the province that registered them. A Kahnawà:ke licence on its own does not put a site in it, and its absence from the register is not a statement that the site is unlicensed.
Checking a permit for yourself
The Commission publishes its own list of interactive gaming permit holders. That list is the authority on who currently holds one — over this page included.
Two things are worth checking rather than assuming. The first is the exact company: a permit belongs to a named legal entity, not to a brand, and one company can run several brands. The second is the exact website, because a group can operate one domain under a Kahnawà:ke permit and a different domain under something else entirely.
The Commission also runs a logo certificate program. Treat a badge on an operator’s website as something to verify against the Commission’s own list, rather than as proof in itself.
If something goes wrong on a licensed site
The Commission’s dispute process starts with the operator, and its own guidance is explicit about the order: a complaint needs to be submitted to the licence holder or website for review before it is submitted to the Commission.
If it does reach the Commission, it goes in by email to complaints@gamingcommission.ca or through the form on its dispute-resolution page. It will not be handled by telephone — the Commission states that submissions and updates are not accepted that way.
What the Commission says it does is facilitate a solution between the complainant and the operator. It also says an investigation may be discontinued, or a complaint treated as invalid, where the matter has already been addressed, is being handled or has been ruled on in another jurisdiction, or has been discussed publicly or shared with the media. That last condition is worth reading before posting the details on a forum.
Self-exclusion here is permanent
The Commission operates a Comprehensive Self-Exclusion Request, submitted with personal information and government identification. Once it takes effect it applies across every site the Commission licenses, rather than to one operator at a time.
Read the terms before using it. The Commission’s own wording is that the exclusion is permanent and irrevocable, and that accessing an account or depositing funds after it takes effect results in those funds being forfeited to charity. It also states that it is not responsible for damages or losses relating to gambling before or after the exclusion takes effect.
Permanent means permanent. That makes it the right tool for somebody who has decided to stop, and the wrong tool for somebody who wants a break for a month — an operator-level or provincial limit is what that reader is looking for.
Kahnawà:ke licence FAQ
Is a Kahnawake licence the same as a provincial licence?
No. A Kahnawà:ke licence is issued by the Kahnawà:ke Gaming Commission under its own regulations. It is not an AGCO registration, an AGLC registration or an agreement with a provincial market manager, and it does not substitute for one. A site holding it has been through a real process with a real regulator, but it has not been approved to take players in a province. See Ontario's rules.
Does a Kahnawake licence make an online casino legal in my province?
No, it does not establish that. Each province sets its own requirements: Ontario expects AGCO registration and an iGaming Ontario operating agreement, and Alberta expects AGLC registration and an Alberta iGaming Corporation agreement. Check the register kept by the regulator for the province you are actually in. Find your province on our provinces page.
How can I check if a casino holds a Kahnawake permit?
Search the Kahnawà:ke Gaming Commission's own list of interactive gaming permit holders. Match the exact legal company and the exact domain, not the brand name, because one company can run several brands and a group can run one domain under a Kahnawà:ke permit and another under something else. Treat a logo badge as something to verify, not proof. Our method is on How we verify.
Do I complain to the Kahnawake Gaming Commission first?
No. The Commission's guidance is that a complaint goes to the licence holder or website first, and to the Commission afterwards if it remains unresolved. It accepts complaints by email to complaints@gamingcommission.ca or through its dispute-resolution form, not by telephone. It may discontinue a complaint that has been discussed publicly or shared with the media. Compare Ontario's route on our Ontario page.
What does Kahnawake self-exclusion cover?
It covers every site the Kahnawà:ke Gaming Commission licenses, through its Comprehensive Self-Exclusion Request. Its published terms describe the exclusion as permanent and irrevocable, and funds deposited after it takes effect are forfeited to charity. That suits someone who has decided to stop, not someone who wants a month's break. Ontario's BetGuard lets you choose a period: see our Ontario page.
Why is Kahnawake not counted as a province on PlayExpert?
Because it is not one. Kahnawà:ke is a Mohawk territory inside Quebec with its own gaming law and its own commission, which has licensed online gambling operators since 1999. We keep it separate from the ten provinces and three territories, and count thirteen regions without it. Within Quebec, Loto-Québec's Espacejeux is the only online casino the province sanctions.
Where must a Kahnawake-licensed online casino be hosted?
At Mohawk Internet Technologies, a data centre inside the territory of Kahnawà:ke itself. An online operation licensed by the Kahnawà:ke Gaming Commission must be hosted there, under a Client Provider Authorization issued under the Commission's Regulations concerning Interactive Gaming, enacted on 8 July 1999. Several casinos in our free spins guide hold Kahnawake permits.
Keep control of your play
Set a spending limit you can afford before playing. Read the provider's information about account limits, breaks and self-exclusion. If gambling is causing harm, seek support rather than trying to win back losses.
These are information and support resources. Listing them is not a claim that they endorse PlayExpert.
