Online casinos in Ontario
Ontario runs Canada's only long-established competitive market. A private operator has to be registered with the AGCO and hold an agreement with iGaming Ontario before it can take players; OLG's own site is legal alongside them.
The legal gambling age for online casinos in Ontario is 19.

How online gambling works in Ontario
Ontario runs the older of Canada's two open markets. A private company cannot simply decide to take Ontario players: it has to clear two separate gates, and confusing them is the most common mistake written about this province.
The first is registration with the Alcohol and Gaming Commission of Ontario, the AGCO. That is the regulatory gate — the AGCO decides whether a company is fit to run a gambling business in the province at all.
The second is an operating agreement with iGaming Ontario. Under that agreement the operator runs its site as iGO's agent, which is the legal mechanism that makes the game it offers a lawful one. A company holding AGCO registration but no operating agreement is not open for business here.
iGaming Ontario is no longer part of the AGCO. It was set up as a subsidiary, but the iGaming Ontario Act, 2024 ended that relationship — Royal Assent on 6 November 2024, proclaimed in force on 12 May 2025 — and iGO is now an independent agency of the province. A great deal of writing about Ontario still describes the old structure.
The market opened to private operators on 4 April 2022. Alongside it, the Ontario Lottery and Gaming Corporation's own site remains lawful, as it was before. The legal age for online gambling in Ontario is 19.
Licensed sites, offshore sites, and the difference in Ontario
Every site on this page is one we have recorded as registered here. Sites without that registration are a different proposition, and it is worth being precise about how.
An operator without AGCO registration and an iGO agreement is not licensed to offer online gambling to Ontarians. That is a statement about the operator, not about the person playing: the prohibition and the enforcement are aimed at the business.
What a player gives up is the protection. The deposit and loss limits, the time limits and reality checks, the complaints route, the game-fairness testing and the province-wide self-exclusion scheme are all conditions of operating under iGO. A site outside that framework owes you none of them, and there is no Ontario body you can escalate to when something goes wrong.
You do not have to take our word for which is which. iGaming Ontario publishes its own directory of the sites operating under agreement with it, and that list is the authority — including over this one. If a site is not on it, nothing on our page makes it legal here.
A small informational sample, not a ranking
The following is a small informational sample of the iGaming Ontario directory, not a complete market list or a ranking. A directory entry establishes the listed product category; it does not establish payout speed, customer-service quality or a PlayExpert affiliate relationship.
- OLG — olg.ca — public casino, lottery and sports service. Read OLG's own account and banking information.
- BET99 — on.bet99.ca — casino and sports betting. Check the Ontario account terms directly.
- BetMGM Casino — casino.on.betmgm.ca — casino. Use the casino-specific Ontario information, not a general BetMGM page.
- Caesars — caesarspalaceonline.com — casino. Match the domain against the official directory before trusting it.
The private-site entries above are drawn from iGaming Ontario's own directory. Use its live list for the complete market and any changes since this was checked — that directory is the authority, not this table.
What makes a comparison meaningful?
Start with the details you will actually use. A casino with a large game catalogue is not necessarily the most suitable option if you cannot find clear withdrawal instructions or accessible account controls.
Compare the regional website, account requirements, accepted withdrawal method and published processing terms. Check whether a quoted payment time begins when you submit the request or only after it is approved. Keep payment-provider time separate from the casino's own review.
A score without a documented method is not a useful substitute for those details. This guide does not assign a “best payout” position, star rating or casino-wide return percentage without the underlying evidence. Where PlayExpert has verified individual profiles, use their sources to understand what has actually been checked.
Registration, residency and location
Being able to browse a casino page does not prove you can open or use an account. Private-market play requires physical presence in Ontario. OLG's own instructions also specify Ontario residency. Do not apply one provider's registration rules to every other provider.
Before registering, read the current eligibility terms, prepare accurate identity information and check what evidence the operator may request. Use your own account and payment information. If a location check fails while you are in the province, follow the operator's support process instead of trying to disguise your location.
For travel, distinguish access to account information from permission to wager. A successful login from another province is not proof that casino play is permitted there.
Deposits and withdrawals
OLG's deposit tutorial describes debit and credit cards, Interac e-Transfer and Apple Pay. It warns that a credit-card issuer may charge a cash-advance fee. These are OLG-specific details, not promises about every Ontario casino.
OLG's withdrawal guidance identifies a personal bank account registered with OLG as the destination. Before depositing, check that you can complete the required bank-account verification.
Four questions are worth answering before you rely on any payment claim:
- Can you withdraw by the method you intend to use?
- Is the quoted time an estimate or a guarantee?
- Are there issuer or provider fees on top of a “no casino fee” claim?
- What account details must match before a request goes through?
Keep a copy of the transaction reference and the published terms relevant to a withdrawal. If funds appear missing, contact support before making repeated replacement deposits.
Games and mobile access in Ontario
OLG presents slots, table games and live casino alongside its other products. The private-market directory also separates casino, poker, sports and other categories. Use the product-specific website shown in the official information.
On mobile, start from the provider's official website and use its own app links if you want an app. Check that you can reach the cashier, account limits and support as easily as the game lobby. A good-looking app does not remove age, location or identity requirements.
Read a game's rules before staking money. Minimum bets, table rules and volatility can differ between games with similar names. An advertised return-to-player figure is not a prediction of the outcome of your session.
Why this page does not advertise casino bonuses
Ontario restricts public advertising of gambling inducements, bonuses and credits. This page therefore uses factual service information and neutral navigation rather than bonus amounts, promotional codes or invitations to discover offers.
A bonus should never be treated as a reason to spend more than you intended. Account cash, promotional credit and money available to withdraw may be different balances; read the relevant terms if you encounter them on an operator's own service.
Limits, self-exclusion and complaints
Before playing, identify the account's spending controls and self-exclusion information. Keep your gambling budget separate from essential spending. ConnexOntario is linked by OLG as a source of support.
For a dispute involving an iGO-market operator, first use that operator's complaint process. An unresolved or unsatisfactorily resolved matter can be referred to iGO's player-support process. iGO states that it cannot directly settle bets, refund wagers or award compensation. OLG account matters should begin with OLG rather than being assumed to belong to iGO's private-market process.
Ontario online casinos FAQ
Is online gambling legal in Ontario?
Yes. Online gambling is legal in Ontario on a site registered with the AGCO that also holds an operating agreement with iGaming Ontario, and on the Ontario Lottery and Gaming Corporation's own site. The market opened to private operators on 4 April 2022. A site holding only AGCO registration cannot lawfully take an Ontario player. Ontario and Alberta are Canada's two open markets; compare them on our provinces page.
How old do you have to be to gamble in Ontario?
You must be 19 to gamble online in Ontario, across every site the province sanctions. The age is set by where you are, not by the operator, and it is not the same everywhere: Alberta's is 18. Ontario's figure applies to online casino products; the age for lottery products can differ.
Who regulates online gambling in Ontario?
The Alcohol and Gaming Commission of Ontario (AGCO) regulates online gambling in Ontario, and iGaming Ontario manages the private market. A private operator needs AGCO registration and an operating agreement with iGaming Ontario. Since the iGaming Ontario Act, 2024 came into force on 12 May 2025, iGO has been an independent agency of the province rather than part of the AGCO. Read how we verify a registration.
Are gambling winnings taxable in Ontario?
No, not for most players. Gambling winnings from casual play are not taxed as income in Canada, whether you win online or at a casino in Ontario. The exception is someone the Canada Revenue Agency treats as a professional gambler, whose winnings count as business income. Interest or investment income you later earn on winnings is taxable. Rules for every region are on our page on where you can play in Canada.
Are offshore casinos legal in Ontario?
No offshore site is licensed to offer online gambling in Ontario unless it holds AGCO registration and an iGaming Ontario agreement. The prohibition is aimed at the business, not the player. What you lose is protection: deposit and loss limits, complaint handling, game testing and province-wide self-exclusion are conditions of operating under iGO. A Kahnawake licence does not change that.
How do I check that an online casino is licensed in Ontario?
Use iGaming Ontario's own directory of sites operating under agreement with it. That directory is the authority over any affiliate list, PlayExpert's included, and if a site is not on it nothing on our page makes it legal here. Our method is on How we verify.
How do I stop myself gambling in Ontario?
Use BetGuard, Ontario's province-wide self-exclusion scheme: one request through iGaming Ontario blocks you from every regulated Ontario online casino and sportsbook at once, for a period you choose. Individual operators also offer deposit, loss and time limits. Free, confidential help is available from ConnexOntario on 1-866-531-2600, 24 hours a day. Alberta runs its self-exclusion route through GameSense instead.
Does a casino's Ontario registration cover its international site?
No, do not assume that it does. An Ontario registration covers the exact domain shown in iGaming Ontario's directory, so match that domain and read the terms for that service. A brand's international site can operate under a different licence; our Kahnawake page explains how one group can run different domains under different permits.
Do all Ontario online casinos use the same payment methods?
No. PlayExpert's Ontario guide establishes no common payment list. OLG's deposit tutorial describes debit and credit cards, Interac e-Transfer and Apple Pay, and warns that a card issuer may charge a cash-advance fee; OLG pays withdrawals to a personal bank account registered with it. Other providers need their own evidence. Withdrawal methods are compared in our fastest payout guide.
Does PlayExpert test withdrawals at Ontario casinos?
No. Being listed on our Ontario page reflects official-directory information, which is distinct from a hands-on withdrawal test. The sample drawn from iGaming Ontario's directory does not establish payout speed, customer-service quality or a PlayExpert affiliate relationship. Any future test must show its own method and date. See How we verify for what our checks cover.
What should I do if an Ontario casino payment is delayed?
Check the payment's status, the published processing stages and any document request first. Then give support the reference, date and amount, and keep the case number. For an iGO-market operator, an unresolved complaint can go to iGaming Ontario's player-support process, though iGO says it cannot settle bets, refund wagers or award compensation. Withdrawal stages are explained in our payout guide.
Can I play at Ontario online casinos while visiting another province?
No, do not treat an Ontario account as permission to play elsewhere. Private-market play requires physical presence in Ontario, and OLG's instructions also specify Ontario residency. A successful login from another province is not proof that casino play is permitted there. Check the operator's location rules before travelling, and read the rules for your destination on our provinces page.
Keep control of your play
Set a spending limit you can afford before playing. Read the provider's information about account limits, breaks and self-exclusion. If gambling is causing harm, seek support rather than trying to win back losses.
ConnexOntario: 1-866-531-2600, free and open 24/7.
